The Effects of Technology on Decision Making Essay Example for Free

The Effects of Technology on Decision Making Essay Computer systems are one way that health care providers have integrated technology into the medical field. Each computer system is unique, yet all have a purpose, function and structure. Deciding what computer system to choose, what software programs to incorporate and what the computer is needed to do are just a few burdens that have to be weighed when deciding which is best suited for the health care organization. Many health care organizations elect to incorporate decision support systems. Decision support systems have been in increasing patient quality of care, increasing positive patient outcomes and decreasing the potential of medical errors. Bar coding, robotics, interactive websites, electronic medical records, and e-scribing are just a few advances in technology. â€Å"Advances in software, hardware, and networking all share common impact attributes in their ability to improve cost-effectiveness of care, quality of care, and access to care† (Nobel Norman, 2003). With these attributes, the benefits are numerous in assisting with decision making in all aspects of health care. A discussion on the DIK Mode The key to the complex relationship between data, information, and knowledge lies at the source of data and information. The source of data and information is dual: activities, and situations. Both activities and situations produce information (e. g. , ‘relevant meaning’ to someone) that is captured, thus becoming data, or becomes unaware. The key to understanding the relationship between information and knowledge is to know where the information resides. Recollect that information is at its soul message that is generated from activities and situations. However, information resides in storage media (e. g. , database, print, video tapes, etc. ) in the form of data, or in the human mind as knowledge (in its simplest form of know-what or the higher forms of know-how and know-why). If this is the case, then extend between data and information in association with information and knowledge becomes evident, e. g. , they occupy different space at the same time. This also explains why many distinguish data and information, as well as information and knowledge as well suited. †¦one man’s data can be another man’s knowledge, and vice versa, depending on context† (Stewart, 2002, p. 6). However, they are not exchangeable in terms of their accepted distinct definitions. So, what is a book; knowledge, information or data? It is all the above in various context. A book is knowledge from the author’s perspective, information for the impending reader, and data as well which is contained in a storage media (called ‘book’). A discussion of systems and informatics theories Direct communication represents an information processing world of systems. Systems have been designed to provide access to data, information, and knowledge for use by nurses in a multifaceted and culturally diverse world. â€Å"A system is defined as a series of well designed mechanism connected by communication links exhibiting resolute, goal directed behavior† (King, 1996 p. 61). A common language among nurses worldwide would describe the categories of various systems wherever they occur. Nurses are becoming more knowledgeable of the technologies offered as health care organizations across the world incorporate technology into their practices. Considering the nurse has the responsibility of the majority of the documentation, it is important to incorporate aspects of nursing classification systems to help with decision making. The transaction Process in King’s theory when used in interdisciplinary teams facilitates mutual goal-setting with patients based on each member of the team’s specific knowledge and functions. This often facilitates role similarity and respect for the knowledge, skills, and values each member brings to the situation. An example of the usefulness of the nursing process, as process in technology use is the documentation of the nursing process in the computerized healthcare record. Information technology has enabled healthcare organizations to function as incorporated healthcare delivery networks, improve quality, and become socially and environmentally responsive (Davenport, Jarvenpaa, Beers, 1996; Tapscott Caston, 1993). Nursing data must be included in computerized information systems in organizations or the nurse’s documentation becomes invisible. The nursing process is much broader than â€Å"steps,† the nursing process is an international method to use the discipline’s body of knowledge organized in the structure of theory and nursing and nursing classifications. With emerging technology, and the integration of software applications, the ability to incorporate the nursing process and other health care information into a digital system has become a reality. As technology advances, incorporation of decision support systems also advances. The use of expert systems and decision support systems further the ability for technology to engage in decision making. The role of expert system in nursing care and medicine Expert systems in medicine are computer programs that make human based decisions by copying the judgments and behavior of humans, based on knowledge and experience from previous diagnosis and investigation derived from treatment and long-term care of patients with similar conditions as the present. That is why expert system is referred to as knowledge- base information system. The expert system is an artificial intelligent branch of computer generated thought with a very narrow focus. It is used in health care because the system functions very well with specific activities or problems and a discrete database of digitalized facts, rules, cases and models. Using patient data, its incorporated knowledge base, its inference engine, and the expert system can derive specific advice related to the case being treated. Expert systems basically act as if a Doctor or Nurse would, when they make a decision on courses of treatment. Diagnosing, predicting, interpreting and instructing are four interactive roles that form the activities of the expert system. The use of decision aids and decision support systems Decision support systems usually have numerous functions when used in hospital or healthcare settings. They are mostly used in specific decision-making activities. Decision support system relies on computer hardware, software and information for effective function. They can be used as knowledge-based and also as non- knowledge -base. One of its functions is administrative, in which they help in documentation of clinical information, decide whether a procedure is appropriate for treating a certain condition, and decide if a referral is necessary, to whom or where, and make follow-ups on the referrals. They help in keeping patients on protocol in situations like chemotherapy treatment or just research. Decision support systems also help in tracking orders whether medical or external shipments. They are very efficient in avoiding mistakes such as scheduling unnecessary tests. Most importantly, Decision support systems help in making the right diagnosis, providing different treatment options and suggesting the better option, and help look after the patients and hospital population as a whole. Decision aids are mostly used in helping the patient or care-giver decide which treatment is best for the condition being considered. Decision aids can also be used in referrals of patient to nurse call-centers or patient education services available. In the future decision support system will incorporate four criteria; robustness, ease of control, simplicity, and completeness of relevant detail. Reusability will be proficient through some type of software or hardware framework in compliance to Alter’s model, enabling companies to take benefit of basic, generalized models common to a range of scenarios. The history of Decision Support Systems is a short one, making it easy to map out the steps and growth of this relatively new concept. Even small improvements to current systems will enable all companies to make improved decisions about the marketing of products, which will in the long run aid the economy as a whole by placing in it only the most desirable and successful products. A framework that represents the backbone of decision support system will enable companies that would not normally work together on marketing concepts to bring together their efforts. The core system will progress to one that will in real meaning constantly learn from past practice. The uses of technology for patient and client management Technology for patient and client management is changing the health care system daily. Informatics is a specialized computer science used to manage information technology. Most healthcare settings have IT departments, yet nurses need to be able to use and retrieve valuable patient information to give patient care. Electronic medical records, also known as EMR, are the most recent and largest application of technology in the health care field. The use of EMR allows for documentation and a more cohesive interdisciplinary care plan for the patient. Another popular trend in healthcare is to have an integrated EMR with other aspects of patient care including patient appointments, assessments, billing and personal information, and other outpatient tests. Within this integrated patient record, a computer can keep documentation of many areas of a patients care; can provide easy access to the records from any place to any medical personnel. Technology such as this decreases the gaps in medical care; the time spent on documentation, and reduces medical errors. This in turn saves money for health care providers. Another form of technology that is used in patient care is the internet. It can be used for retrieval of data for patient education. The internet can be used to search multiple sources of information with efficiency. The biggest concern with the use of the internet is that the electronic source must be evaluated for credibility and reliability. The internet is allows for quick communication amount healthcare professionals to enhance collaboration and coordination of care (Englebardt Nelson, 2002). An analysis of the effect of technology on health care and health status The medical care field is allowing expanding technology of the twenty-first century to be integrated into patient care. Technology has allowed surgical procedures to be simplified, patients recover quicker, and fewer complications occur. This also decreases the length of stay for a patient and therefore decreases medical costs. Technology has also made it possible for a patient’s medical history to be all in one spot, accessible for all members of the health care team, and from any area of the world. The use of technology advances have resulted in better health care delivery and patient outcomes. As health care organizations integrate ethnology into their daily practices, they are faced with many complexities. DIK models, health informatics systems, and decision support systems must be created to improve patient care, increase efficiency among health care staff, decrease costs or be cost-effective, and increase positive patient outcomes. Decision making technology, such as decision support systems, must meet timelines, objectivity, have the ability to integrate with other software applications, have boundaries, and be able to prioritize information and gathered data. â€Å"The quantity and complexity of decisions faced by the health care executive demand standardized decision processes† (Englebardt Nelson, 2002). Efforts to improve the quality and value of health care are increasingly emphasizing a critical role for the meaningful use of clinical decision support systems. The use of health information technology (HIT), health information systems (HIS), electronic medical records (EMR), electronic health records (EHR), and Pyxsis systems are just a few computer software programs that integrate DSS to provide supportive tools to assist health care providers in clinical decisions. Conclusion Technology will continue to change. It is important for health care organizations to embrace these changes to better the delivery of medical care. As technology advances, the ability for health care consumers to gain a better understanding of their diagnosis and treatment options, such as the internet, also advances. Patients are expecting faster service, use of the best technology, and are choosing health care facilities based on how advanced technologically the facility is. The decision support technologies will assist the physician’s and other medical staff to be able to provide faster responses and increase patient satisfaction.

Chile - The Pinochet Era :: American America History

Chile - The Pinochet Era Background: Salvador Allende Gossens was elected the first Marxist president of Chile in 1970. He governed Chile from 1970 until 1973, the year of his death. The Allende government was not very successful. It approved sharp increases in the minimum wage whilst attempting to prevent price increases in consumer goods, in an effort to end Chile's economic slump. This resulted in disaster for the country, as inflation soared, strikes became common and opposition towards the Allende government increased. This led to a violent coup on September 11, 1973, in which military authorities, led by General Augusto Pinochet Ugarte, took power over Chile. Allende was killed during this attack. This period in Chile's history put an end to many years of democratic rule in Chile. It also had dramatic and life-changing effects on Chileans, as at least ten percent of the population, or approximately two hundred thousand people, were affected by repressive situations. These situations included arrests, threats, a relative in prison, killed or "disappeared", and expulsion for political reasons from the place of work or university. Main Focus of Research: On the 11th of September 1973, the Chilean armed forces staged a coup d'etat, in which president Allende was killed. A junta was installed which was composed of three generals and an admiral. It was led by the new president, General Augusto Pinochet Ugarte. Pinochet not only took control of the government, but also of the military. Many thousands of people died in the fighting which erupted between those in support of and those in opposition to the junta. Soon Pinochet emerged as the dominant figure and the rest of the junta acted as a sort of legislature. During a short period, General Pinochet received support of many people, political parties and other nations, as they believed that the dictatorship of Pinochet would restore the status quo as it had been before 1970. It was not long before these supporters realised that the military officers in power had different objectives, including the repression of all left wing and centre political forces. The junta imprisoned, killed and tortured its opponents; dissolved congress; put limitations on the press; and banned political parties. An intelligence service known as DINA was established shortly after the coup. They kept secret detention centres where political prisoners were tortured, murdered or brutalised. A private enterprise economy was installed. The policies of Pinochet's government encouraged the development of free enterprise and a new entrepreneurial class, and resulted in an increase in exports of fruit, forestry and sea products, stabilising the economy.

I Love You – Pushkin

â€Å"I Loved You† – Pushkin One of the most favorite subjects of Pushkin was love. â€Å"Love and friendship are popular subjects of the authors, and the reason that makes him happy and sad. The color of his poems, especially in love poem, is the beauty of humanity†, said Belinxki. One of the most famous poems of Pushkin is I Loved You. When he lived in Petersburg, Pushkin usually met people in love with art in the President of the academy of art’s house, and the most important reason was to meet daughter of the owner named A. A. Olenhia. In 1828, in summer, Pushkin proposed her, but she didn’t accept. In 1829, he composed a poem about this love. The poem can be divided into three sections such as showing his love, confirming his real love, and blessing for the girl that he loved. Love poems of Pushkin were from his real emotions and his own experiences. Therefore, he could show us the real emotions of human souls. â€Å"I Loved You† poem mad e a huge emotion because it showed spiritual values of human: the real love in each simple word. The chorus â€Å"I Loved You† is the main tone of the poem.In the beginning of the poem is the chorus â€Å"I loved you† that showed his real love from his faithful love. â€Å"I loved you† is just simple words, but they have important meaning and secret that he could talk in his poem. In the first four sentences, he confirmed that he was still in love with Olenhia. However, he wanted to step back because he didn’t want to annoy Olenhia. In the last four sentences, he showed the different levels of love, and he confirmed his faithful love for Olenhia: â€Å"I loved you; and perhaps I love you still, The flame, perhaps, is not extinguished; yet†The words slowly, love poems deep, discreet. An assertion together with a little consideration phase, cautious with the words â€Å"perhaps†, â€Å"not extinguished; yet†. Another version came with t he words â€Å"may† and â€Å"fire retain;† Using a negative term nature, â€Å"is not extinguished; yet,† the lyrical character expressed a love, a passion for bringing the look of quiet, persistent, lasting sign of emotion, of a faithful heart, not the spontaneous passion flashed and faded right there. And right after that, poetry sudden switch circuit: â€Å"It burns so quietly within my soul,No longer should you feel distressed by it. † The third sentence shows the calmness of reason, the pent-up emotions. The phrase â€Å"no longer† definitive emphasized: need to put out the fire of love, avoid for the girl to bother. Poetic as a word remind thought, a self-consciousness of his love and inner speech as well as a full tender, respectful with the girl’s soul. But behind the words calmly, properly was how feeling, how the nuances of love: the bitterness of destiny because if love does not bring happiness, joy that is so disturbed, sadness for the one you love, love should end.Love can stop for many reasons, but reason with full of gentle, respectful and noble like that, not all women can have it. If the first four verses, emotions tend to be repressed, was the dominant reason, in two verses later, the outpouring of emotion circuits, does not comply with the dictates of reason, confirmed a strong love not conceal and the chorus â€Å"I loved you† is repeated a second time: â€Å"Silently and hopelessly I loved you, At times too jealous and at times too shy. Breathing faster with the word â€Å"at times† was repeated two times, describes the state change love deeply, overwhelmed. Characters reveal frank lyrical soul: a love â€Å"Silently â€Å", â€Å"hopelessly†, has reaffirmed silent strokes, just strong people do not expect, likely bold new ethos this situation unilaterally. But even so, their love still occurs with all shades of eternity: silent suffering, joy, despair, timidity, jealousy t ormented. Two verses nature confessed to uncover the layers of emotional complexity that is the bottom of the deep human soul, after the crust of words calmly, calmly expressed through a vocative, looks quietly withdrew shy, through the sense of trying to suppress emotional compression, let’s say that your love not back off rather than being intense burning. The last two sentences also answers, flashed light up a humane values , a noble pose for the lovely man: â€Å"God grant you find another who will love youAs tenderly and truthfully as I. † The feeling which is cumulated is released and spurted out. The phrase â€Å"love you† is repeated the third time with an affirmation of the nature of this relationship sincere, fervid. In Russian the verb â€Å" love† always be unfinished tense; that means the flame in the author’s heart will be never off will be never fade. Sincere, fervid never fade was the root of this lofty love. That explains why lyrica l character had gentle manners, delicacy, cherish the one you love. The unrequited love which is always sadness, leads people become selfish, hatred. However, if that love comes from an honest, generous, kindness heart, even though being rejected, people are still able to have a magnanimous behavior. The poem describes a hopeless love, soak a sad tone, but above all is the strong and noble human heart with a love not bear fruit.Poetic language simple, clear, no rhetorical measures beyond language message â€Å"I love you ‘. The poetry of the poem exudes from the sincere emotion, pinned compressed, simple words but full of earnest, delicate but strong, loving noble as Belinxki once said: â€Å"Characteristics of poetry Pushkin is the ability to detect cases of human aesthetic sense and kindness, sense is infinite respect for human dignity as the son of man. †

The Ideals of Marx, Engels, Lenin, Mao, and Stalin Essay

1. Scientific Socialism Scientific socialism is the type of socialism that Engels uses to refer to Marx’s analysis of political history. Scientific socialism exams social and economic methods’ using the scientific method and it tries to mimic the hard sciences like chemistry and physics. Scientific socialism is different from utopian socialism because it takes into consideration the historical developments of men while utopian socialism does not. According to Engels when referring to utopian socialist, â€Å"To all these, socialism is the expression of absolute truth, reason and justice, and has only to be discovered to conquer all the world by virtue of its own power. And as absolute truth is independent of time, space, and of the†¦show more content†¦What the old method failed to do however, was explain how capitalism exploited workers and the exploration began. It just criticized capitalism. Marx’s explanation of socialism answered these questions allowing him to understa nd the details of capitalism. Since Marx looked at socialism from a scientific perspective, it enabled him to examine capitalism from an historical perspective and its reason for emerging. In addition, it allowed Marx to make a prediction for capitalism, which was its downfall. Also to Engels, Marx was able to determine that the possessing class was able to constantly increase their capital by exploiting the working class because the value of the commodity would exceed the cost of labor. By today’s standards scientific is considered to be something that can form testable explanations and predictions. Therefore, Marx’s scientific socialism by today’s standards is not considered scientific. One reason is that looking at historical developments does not test or disprove any kind of trends. Since countries very in historical development, it is difficult to take socialism, apply it every country, and expect the same outcome and trends. Another reason scient ific socialism is no longer considered scientific is because it cannot predict or explain particular outcome of capitalism or socialism. For example, Marx predicted that a capitalist state would eventually emerge into a socialist state and capitalism all together wouldShow MoreRelatedCommunism: Its Origins and World Impact Essay1025 Words   |  5 Pagesit also left its mark on four continents. The, The Beautiful Mexican Maid - 1559 Words

During the mid-1800s, many Anglo-Saxon Americans, including author Ned Buntline, were against U.S. expansionism and the concept of â€Å"Manifest Destiny.† Subsequently, they were also against the U.S. invasion of Mexico in 1846. Due to their nativism, they were worried about the incorporation of the natives in the conquered territories into America. Buntline used his novel Magdalena, The Beautiful Mexican Maid: A Story of Buena Vista, to express his fears and to convince his readers that incorporating native Mexicans into the union might seem like a good idea at first, but would ultimately be an unwise decision for the country. Manifest destiny was the widely held belief that America was destined to expand the entire continent. Once the country touched the Atlantic and the Pacific, Americans started looking overseas for territory to expand to. This expansion took the form of American intervention in other countries in order to bring democracy, but in reality this expansion was for America’s own gain. In 1898, Spain declared war on America due to America’s intervention in Cuba’s war for independence. Health Care Reform Essay Example For Students

Health Care Reform Essay 9:15Due to the upcoming presidential election, the two major political parties, and their candidates, have been focusing on the primary problems that the nation will face. Chief among those problems is the future of Medicare, the national health-insurance plan. Medicare was enacted in 1965, under the administration of Lyndon B. Johnson, in order to provide health insurance for retired citizens and the disabled (Ryan). The Medicare program covers most people aged 65 or older, as well as handicapped people who enroll in the program, and consists of two health plans: a hospital insurance plan (part A) and a medical insurance plan (part B) (Marmor 22). Before Medicare, many Americans didnt have health insurance coverage, but since its inception the program has enrolled almost 40 million beneficiaries, who jointly fund the insurance program along with the national government (Carnegie). According to Dr. Don McCanne, a member of the Board of Directors of Physicians for a National Health Pr ogram, Before the passage of Medicare in 1965, only 52% of persons age 65 and over had hospital insurance and less than 15% had adequate health insurance (McCanne). The Medicare program has improved access to healthcare and improved the quality of life for millions of elderly members, and has provided insurance for millions of persons with disabilities. By reducing the burden of large medical bills, Medicare also has improved the economic status of the elderly. As Dorothy Price points out Over its 33 year history, Medicare has channeled billions of dollars into the health care system, helping to foster enormous improvements in health care technology and medical education (Carnegie). Unfortunately though, the program is now facing two major problems: beneficiaries are still having trouble in finding affordable care, and the Medicare program itself is not properly funded. As a result of these problems, the program could cease to exist unless a solution is found. One of the problems of Medicare itself is that it doesnt cover the costs of prescription drugs for its members; this has led to one of the major reasons that the program is in danger. A great deal of personal healthcare relies on the use of drugs, and since the program doesnt cover these costs, the individual must bear them. According to the AARP, in 1999 out-of-pocket costs for prescription drugs were estimated to be $450 per person each year (AARP). Obviously, members have joined the program to defray their medical costs, but these figures indicate that they still have large costs to pay. The other problem faced by the Medicare program is that it is also suffering from a lack of funds. According to Governor George W. Bush, the financial health of Medicare is in serious jeopardy and might face deficit as soon as 2010 (Bush). As a result of these major problems, one might wonder why the plan isnt scrapped for another program; well according to polls done by the Public Agenda, an Inte rnet public policy site, American citizens are strongly in favor of Medicare, and would rather see the problems ironed out (Public Agenda). Therefore it is necessary to come up with a solution, so that the Medicare program remains intact. The most favorable solution for these problems is for the national government to alleviate the out-of-pocket costs (such as the costs for drugs) of the beneficiaries by funding the Medicare program through the use of the national budget surplus. As of now, funding for Medicare has been provided through payroll taxes and social security taxes paid by enrolled members and their employers, and also through general revenues provided by the government. In fact, statistics provided by the United States Senate and Senator William Frist (R-Tenn.) indicate that Medicare members fund 25% (about $45/month), and the government covers the other 75% of Medicare costs (Frist). However, using revenue from the budget surplus would take the pressure off the beneficiaries and the government as well, by steadily lowering payroll and social security taxes. Another important reason that makes this proposal worthy is the fact that the national budget surplus will continue to increase beyond 2010. In fact, according to George W. Bush, the budget surplus is expected to grow well past $5 trillion over the next 10 years (Bush). Considering the fact that Medicare expenditures project to cost around $452.2 billion over that same period (Bush), there will be plenty of money still available for military, education, and other government expenditures. Obviously, if the budget surplus were to decrease or remain stagnant over this time, it would be very costly to maintain Medicare under this proposal, but due to the budgets optimistic (to say the least) outlook, the proposal is very sensible and effective. .uacad61e03513a7d48cacf4ee70e05f8c , .uacad61e03513a7d48cacf4ee70e05f8c .postImageUrl , .uacad61e03513a7d48cacf4ee70e05f8c .centered-text-area { min-height: 80px; position: relative; } .uacad61e03513a7d48cacf4ee70e05f8c , .uacad61e03513a7d48cacf4ee70e05f8c:hover , .uacad61e03513a7d48cacf4ee70e05f8c:visited , .uacad61e03513a7d48cacf4ee70e05f8c:active { border:0!important; } .uacad61e03513a7d48cacf4ee70e05f8c .clearfix:after { content: ""; display: table; clear: both; } .uacad61e03513a7d48cacf4ee70e05f8c { display: block; transition: background-color 250ms; webkit-transition: background-color 250ms; width: 100%; opacity: 1; transition: opacity 250ms; webkit-transition: opacity 250ms; background-color: #95A5A6; } .uacad61e03513a7d48cacf4ee70e05f8c:active , .uacad61e03513a7d48cacf4ee70e05f8c:hover { opacity: 1; transition: opacity 250ms; webkit-transition: opacity 250ms; background-color: #2C3E50; } .uacad61e03513a7d48cacf4ee70e05f8c .centered-text-area { width: 100%; position: relative ; } .uacad61e03513a7d48cacf4ee70e05f8c .ctaText { border-bottom: 0 solid #fff; color: #2980B9; font-size: 16px; font-weight: bold; margin: 0; padding: 0; text-decoration: underline; } .uacad61e03513a7d48cacf4ee70e05f8c .postTitle { color: #FFFFFF; font-size: 16px; font-weight: 600; margin: 0; padding: 0; width: 100%; } .uacad61e03513a7d48cacf4ee70e05f8c .ctaButton { background-color: #7F8C8D!important; color: #2980B9; border: none; border-radius: 3px; box-shadow: none; font-size: 14px; font-weight: bold; line-height: 26px; moz-border-radius: 3px; text-align: center; text-decoration: none; text-shadow: none; width: 80px; min-height: 80px; background: url(https://artscolumbia.org/wp-content/plugins/intelly-related-posts/assets/images/simple-arrow.png)no-repeat; position: absolute; right: 0; top: 0; } .uacad61e03513a7d48cacf4ee70e05f8c:hover .ctaButton { background-color: #34495E!important; } .uacad61e03513a7d48cacf4ee70e05f8c .centered-text { display: table; height: 80px; padding-left : 18px; top: 0; } .uacad61e03513a7d48cacf4ee70e05f8c .uacad61e03513a7d48cacf4ee70e05f8c-content { display: table-cell; margin: 0; padding: 0; padding-right: 108px; position: relative; vertical-align: middle; width: 100%; } .uacad61e03513a7d48cacf4ee70e05f8c:after { content: ""; display: block; clear: both; } READ: Chester Wilmot EssayPerhaps the only other alternative to Medicare itself would be for the government to adopt a centralized form of healthcare, similar to the one employed in Canada. In that program, every citizen would be entitled to the same benefits regardless of age, disability, or unemployment. Although this program seems like it would be for the best, it would take many years to implement the system. Legislation for a major issue such as healthcare normally spans several years (Frist), and is one reason that the government and neither party has ever brought the idea to the forefront. Furthermore, the financing for a public healthcare plan would shift more to the peo ple since the government would be realizing all of the costs. Although still in use in Canada, the public healthcare system caused quite a scandal in the late 1980s in the province of Alberta. In order to make up for the enormous costs accrued by the program, restrictions were placed on the amount of drugs that were to be prescribed by physicians (Marmor 97). This raised many concerns over the program and its lack of medical ethics. In fact, many organizations in Canada have formed coalitions to prevent incidents like this from occurring. One such coalition, the Friends of Medicare, was instrumental in helping pass the Canada Health Act in 1994 (Marmor). The Act is designed to ensure that Canadians receive comprehensive medical care at no cost. As mentioned earlier, most Americans would rather see the Medicare program revamped instead of replaced. One of the measures that the government took was the establishment of the Medicare HMO (health maintenance organization). This program was designed to allow HMO subscribers the ability to use any hospital or physician. Previously, patients who contracted with HMOs were only allowed to use hospitals and physicians under contract with that HMO provider (Marmor 192). As a result, many people feared that HMOs were more worried about money, then the health of its subscriber. With the advent of Medicare HMO, many more people subscribed to different providers. According to the Medicare HMO Internet site, the total membership of HMOs has risen to over 7 million people as a result of its partnership with the Medicare program (MCOL). The problem with the HMO is that it is an even more private form of healthcare insurance then Medicare, and therefore costs more to the individual. Whereas muc h of the spending for Medicare is provided by payroll taxes, many employers do not even contract with health maintenance organizations due to cost (Ryan). Therefore, subscribers must pay more in premiums each month, then the estimated $45 monthly Medicare charge. By using revenue from the budget surplus to cover Medicare costs, the national government would be benefiting itself, as well as Medicare subscribers. As previously mentioned, payroll taxes and social security taxes, current sources for Medicare funding, would be considerably lower and more elderly and disabled persons would be able to enroll in the program. The money from the budget surplus would be used primarily for out-of-pocket expenditures, such as prescription drug costs, as wells as to finance hospitals and medical technology. The government would benefit because of a stable national health-insurance plan, and due to a rapidly increasing budget surplus which figures to increase well over $5 trillion over the next ten years. This allows the government to take care of other major problems areas such as education, crime, and the armed forces. Although there are other alternatives such as switching to a more centralized form of medical care or relying on a more private form of me dical care, each has several important problems. The time spent on legislation dealing with a public healthcare system, combined with moral aspects of the system make it less appealing. Likewise, added costs and insurance premiums for individuals, and the heavier financial burden on the government make the private system less desirable as well. Based on these facts, the best solution would be to reform the Medicare program through budget surplus financing. .uea488d9da25a8a99c35352dc0902f2ec , .uea488d9da25a8a99c35352dc0902f2ec .postImageUrl , .uea488d9da25a8a99c35352dc0902f2ec .centered-text-area { min-height: 80px; position: relative; } .uea488d9da25a8a99c35352dc0902f2ec , .uea488d9da25a8a99c35352dc0902f2ec:hover , .uea488d9da25a8a99c35352dc0902f2ec:visited , .uea488d9da25a8a99c35352dc0902f2ec:active { border:0!important; } .uea488d9da25a8a99c35352dc0902f2ec .clearfix:after { content: ""; display: table; clear: both; } .uea488d9da25a8a99c35352dc0902f2ec { display: block; transition: background-color 250ms; webkit-transition: background-color 250ms; width: 100%; opacity: 1; transition: opacity 250ms; webkit-transition: opacity 250ms; background-color: #95A5A6; } .uea488d9da25a8a99c35352dc0902f2ec:active , .uea488d9da25a8a99c35352dc0902f2ec:hover { opacity: 1; transition: opacity 250ms; webkit-transition: opacity 250ms; background-color: #2C3E50; } .uea488d9da25a8a99c35352dc0902f2ec .centered-text-area { width: 100%; position: relative ; } .uea488d9da25a8a99c35352dc0902f2ec .ctaText { border-bottom: 0 solid #fff; color: #2980B9; font-size: 16px; font-weight: bold; margin: 0; padding: 0; text-decoration: underline; } .uea488d9da25a8a99c35352dc0902f2ec .postTitle { color: #FFFFFF; font-size: 16px; font-weight: 600; margin: 0; padding: 0; width: 100%; } .uea488d9da25a8a99c35352dc0902f2ec .ctaButton { background-color: #7F8C8D!important; color: #2980B9; border: none; border-radius: 3px; box-shadow: none; font-size: 14px; font-weight: bold; line-height: 26px; moz-border-radius: 3px; text-align: center; text-decoration: none; text-shadow: none; width: 80px; min-height: 80px; background: url(https://artscolumbia.org/wp-content/plugins/intelly-related-posts/assets/images/simple-arrow.png)no-repeat; position: absolute; right: 0; top: 0; } .uea488d9da25a8a99c35352dc0902f2ec:hover .ctaButton { background-color: #34495E!important; } .uea488d9da25a8a99c35352dc0902f2ec .centered-text { display: table; height: 80px; padding-left : 18px; top: 0; } .uea488d9da25a8a99c35352dc0902f2ec .uea488d9da25a8a99c35352dc0902f2ec-content { display: table-cell; margin: 0; padding: 0; padding-right: 108px; position: relative; vertical-align: middle; width: 100%; } .uea488d9da25a8a99c35352dc0902f2ec:after { content: ""; display: block; clear: both; } READ: Netsourcing software EssayAnnotated Medicine Essays
